Audit of the highway project

Situation

The managing company of large infrastructure projects in the creation, development and operation of a system of expressways turned to Infralex for a technological and price audit (TPA) of a project.

Actions taken

As part of the technological and price audit of the project Infralex lawyers:

• Conducted an expert assessment of the validity of the organizational scheme of the project
• Analyzed the proposed amendments to the legislation required to launch the free-flow system (free non stop travel on a toll road without barriers)
• Prepared expert opinion and recommendations on the sufficiency of legislative amendments

The audit results were presented to the Government of the Russian Federation, as a result of which, the Client finalized the implementation mechanisms, the organizational, legal model and schedule of the project, as well as drafts of regulatory acts.

Result

The results of the work of Infralex lawyers directly influenced on the mechanism and timing of the project. The amount of investments attracted to the construction project and related projects for the development of infrastructure is more than 700 billion rubles.
